There is no warning when closing the Editor while download in Package Manager is in progress
How to reproduce:
1. Create and open a new Unity project
2. Open Window>Package Manager
3. Install any package in the Package Manager
4. Close the Editor while the package is downloading
Expected results: There is a warning that a package is downloading
Actual results: There is no warning
Reproducible with: 2021.3.43f1, 2022.3.44f1, 6000.0.17f1
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
