The UI Toolkit package doesn't get removed when upgrading the project to the 2021.2 stream
How to reproduce:
1. Open the attached '1340775.zip' project in 2021.2.0a4 or above
2. Observe the Console
Expected result: The UI Toolkit package gets removed when upgrading to versions where it's not compatible
Actual result: The UI Toolkit package doesn't get removed, multiple errors appear in the Console
Reproducible with: UI Toolkit 1.0.0-preview.6, 1.0.0-preview.14 (2021.2.0a4, 2021.2.0a19)
Cannot test with: 2018.4.35f1, 2019.4.28f1 (the package is not supported), 2020.3.12f1, 2021.1.11f1 (the package is compatible), 2021.2.0a1, 2021.2.0a3 (no visible errors present)
