The toolbar of Project Window is higher than the toolbars of other windows
How to reproduce:
1. Open any project
2. Configure layout as in the screenshot (Screenshot.png)
Expected result: All of the toolbar heights are the same
Actual result: The toolbar of Project Window is 1px higher than of other windows
Reproducible with: 2017.1.4f1, 2017.2.3f1, 2017.4.4f1, 2018.1.2f1, 2018.2.0b5

I've confronted this bug a lot of times now and it was driving me crazy!
Always hoped they are going to fix this some day.
Unfortunately I was too lazy to report the bug myself, but thanks to that wonderful person who did this.
