The Scene's lighting settings are not updated and saved when "Auto Generate" option is disabled after reloading the scene

How to reproduce:
1. Open the attached "1331427_Repro" project
2. Open the Scene "SampleScene"
3. Make sure that Lighting Auto Generate is disabled (Window->Renering->Lighting Settings, bottom right "Auto Generate" disabled)
4. Enter the Play Mode
5. Press the Space bar

Expected results: The lighting doesn't change (Initial lighting should be the same as after pressing the Space bar)
Actual results: The initial lighting is incorrect and after pressing the Space bar the lighting changes

Reproducible with: 2019.4.20f1, 2019.4.25f1, 2020.3.7f1, 2021.1.6f1, 2021.2.0a15
Not reproducible with: 2018.4.34f1, 2019.4.19f1

Notes:
- Enabling the "Auto Generate" option or baking the lights will result in having consistent results
- Loading the Scene during the Play Mode gives you the results as if the "Auto Generate" was disabled
- Reproducible only in Editor; not reproducible in Standalone player.
