The Scene view top menu bar disappears when any Draw Mode other than "Wireframe" is selected in the specific project with a corrupted Material
Reproduction steps:
1. Open the attached “IN-96678“ project
2. Observe the Scene view window
Expected result: The top menu bar is visible with the “Scene”, “Animation” tabs and other options
Actual result: The top menu bar is not visible, but its options can still be selected
Reproducible with: 2022.1.0b1, 2022.3.60f1, 6000.0.42f1, 6000.1.0b11, 6000.2.0a7
Reproducible on: macOS 15.3.1 (M3 Max)
Not reproducible on: No other environments tested
Note: The project has a corrupted Material that, when removed, gets rid of the issue

Resolution Note:
It appears that this issue is caused by a corrupted material in the project, and can be resolved by removing the corrupted material
