[HDRP] The Scene view flickers when moving around if there are visible Hair Shaders
Reproduction steps:
1. Open the “IN-75458.zip” project
2. Open the "HairSample_HDRP" scene (in "Samples/Demo Team Hair System/0.13.0-exp.1/Minimal Hair Sample/Scenes"
3. Move around in the Scene view
4. Observe the Scene view
Expected result: Scene view does not flicker
Actual result: Scene view flickers
Reproducible with: 2021.3.37f1, 2022.3.28f1, 6000.0.1f1
Reproducible on: Windows 10 (by reporter), Windows 11
Not reproducible on: No other environment tested
Note: In 2021.3 and 2022.3 the issue reproduces in the “HairSample_URP” sample Scene, in 6000.0 it reproduces in both HDRP and URP sample Scenes
