The Scene view Camera movement speed cannot be adjusted when holding down the Right Mouse Button and the "Shift" key simultaneously
How to reproduce:
1. Create a new project
2. Press and hold the right mouse button and “Shift” key
3. Scroll the mouse
4. Observe the Scene view
Expected result: The Screen view camera movement speed changes
Actual result: The Screen view camera movement speed does not change
Reproducible in: 2021.3.30f1, 2021.3.32f1, 2022.3.13f1, 2023.1.20f1, 2023.2.0b17, 2023.3.0a14
Not reproducible in: 2021.3.29f1
Reproducible on: Windows 11
Not reproducible on: No other environments tested

- Releasing the “Shift” key lets adjust the movement speed
