The :root selector does not get applied in the UI Builder when using Default-theme and applying USS
How to reproduce:
1. Open the attached project "IN-65541_rootbug.zip"
2. Open Assets/Data/UI Documents/screen.uxml
Expected results: The "#title" text is bold in the UI Builder
Actual results: The "#title" text is not bold in the UI Builder
Reproducible with: 2021.3.34f1, 2022.3.17f1, 2023.2.5f1, 2023.3.0b3
Reproducible on: Windows 10 22H2
Not reproducible on: No other environment tested
Notes: Entering Play Mode resolves the issue
