Just downloaded Unity 4.6.1f1, problem still exists. And always existed even during 4.6 beta.
Using Unity Free on Windows 8.1.

Reproduced this in both 4.5.0f6 and 4.5.1f3, using clean empty projects and existing new and old projects. This issue isn't present in 4.3.4f1.
