Reproduction steps:
1. Open the attached “BugNonReorderableAttribute.zip” project
2. Open the ”SampleScene”
3. Select “GameObject” from the Hierarchy
4. In the Inspector expand the ‘Strings’ list
5. Try to reorder items in the list (drag them)

Expected result: Items do not get reordered
Actual result: Items get reordered

Reproducible with: 6000.0.17f1, 6000.0.21f1
Not reproducible with: 2021.3.44f1, 2022.3.48f1, 6000.0.16f1

Reproduced on: Windows 11
Not reproducible on: No other environment tested

Note:
- Also affects ListView and 'Reorderable' property

    Yeah this is causing quite big issues

    Any update for this bug? It's really major bug where it can reordable.
