How to reproduce:
1. Open the user-attached project “Bug Test”
2. Open Project Settings → Physics2D → Layer Collision Matrix
3. Enter and then leave the Play Mode
4. Navigate the checkboxes in the Layer Collision Matrix
Expected result: Each checkbox has a highlighting depending on which layers are intersecting
Actual result: Highlighting is not working
Reproducible with: 2022.2.20f1, 2023.1.0b16, 2023.2.0a16
Couldn’t test with: 2020.3.48f1, 2021.3.25f1 (there is no highlighting)
Reproducible on: Windows 11 Pro
Note: Reproducible with Layer Collision Matrix Physics and Physics2D

Resolution Note:
Thanks for the report. It's a confirmed bug, however, as we shift focus on UI Toolkit we can only continue addressing major issues or regressions with IMGUI going forward. This Settings UI is planned to be transitioned to UI Toolkit at which point this bug will be addressed.
