The Editor becomes minimized/unfocused with its Popup Window when Popup Window appears
To reproduce:
1. Open Unity Hub
2. Create a new Project on 2022.1.0a14
3. Open Package Manager
4. Add a Package that causes Popup Window to appear - for example, add the "InputSystem" Package from Disk
Expected Results: When Popup Window appears, Editor is not minimized/unfocused with its Popup Windows
Actual Results: When Popup Window appears, Editor is minimized/unfocused with its Popup Window
Notes:
- This issue happens on Windows 11 systems (haven't checked on macOS and Windows 10)
- It seems that this issue does not reproduce on Ubuntu
- This issue might happen with all Popup Windows
