TextureImporter.GetAutomaticFormat doesn't return the correct format when "Override for (OS)" is turned off
How to reproduce:
1. Open the user-attached project
2. Select the “TestTexture.asset”
3. In the Inspector window select the “Windows, Mac, Linux Settings” tab
4. Turn on “Override for Windows, Mac, Linux” and change the Format setting to anything else
5. Turn off “Override for Windows, Mac, Linux” and press the Apply button
6. Run the “Show auto format” command (Bug → Show auto format)
Expected result: “Auto format is DXT5” is logged
Actual result: The changed format is logged even though “Override for Windows, Mac, Linux” is turned off
Reproducible with: 2021.2.0a4, 2021.3.8f1, 2022.1.13f1, 2022.2.0b4, 2023.1.0a6
Not reproducible: 2020.3.38f1, 2021.2.0a3
Reproduced on: macOS Monterey 12.0.1
