Texture Importer Settings for WebGL does not list RGBA Half in the Format list
Steps to reproduce:
1. Open the attached "WebGL-TextureFormat-Erase.zip" project
2. In the Project window select the Assets folder and click on "doge.png"
3. In the Inspector window under the Platform-specific overrides section select WebGL Settings
4. Click on the dropdown menu of the Format property
Expected result: RGBA Half format is listed
Actual result: RGBA Half format is not listed
Reproducible with: 2019.4.39f1, 2020.3.34f1, 2021.3.2f1, 2022.1.0f1, 2022.2.0a13

Resolution Note (fix version 2022.2):
Fixed in: 2022.2.0a16
The format was not selectable before because WebGL1 does not support it. Now that WebGL1 is no longer included in WebGL builds by default, we can enable the selection of this format.
