Texture assets do not have a Check Out button
Reproduction steps:
1. Create a perforce workspace
2. Move the user's attached project inside the workspace
3. Open the project
4. Configure the Version Control mode to Perforce using the recently created workspace
5. In the Project window, select Textures/Set1/720sample (1) asset
6. In the Inspector window, select Add/Submit/Submit and observe the button that appears
Expected result: Check Out button appears
Actual result: Check Out Meta button appears
Reproducible with: 2020.1.0a9, 2020.3.1f1, 2021.1.0f1, 2021.2.0a10
Not reproducible with: 2018.4.33f1, 2019.4.22f1, 2020.1.0a8
Note: Check Out Meta button appears instead of Check Out button

This is not acceptable. In order to slice a Multiple sprite, the texture asset must be writable. Please restore our functionality to check out any asset from within Unity.

Resolution Note:
The functionality of the CheckOut Meta for texture assets was a design decision. The assets that will be opened not in Unity (their import settings will be in meta files) will have the Check Out Meta button and the other assets will have the Check Out button.
