Text of the Tile Palette window is overlayed when brush editor's separator is pulled up
How to reproduce:
1. Create a new project
2. Install 2D Tilemap Editor package
3. Open Tile Palette window
4. Pull up the separator of the brush editor
Expected result: Text of the Tile Palette window is overlayed
Actual result: Text of the Tile Palette window remains visible
Reproducible with: 2019.3.0a6, 2019.3.4f1, 2020.1.0a25, 2020.2.0a2
Not reproducible with: 2017.4.37f1, 2018.4.18f1, 2019.3.0a5
