TexelSize is always 1 for Particle System's Renderer when using Shader Graph Material which draws TexelSize value in RG channels
How to reproduce:
1. Open the user's attached "TexelSizeBug.zip" project
2. Open the "Scene" Scene
3. Enter Play Mode
4. Observe the Sprite and Particles colors
Expected result: Both the Sprite's and Particles color is blue
Actual result: Sprite is blue, while Particles are white
Reproducible with: 2019.4.16f1 (7.5.1), 2020.1.17f1 (8.3.1), 2020.2.0f1 and 2021.1.0a9 (10.2.0)
