[Terrain] Textures panel has UI issues on resizing
To repro:
1. Create a terrain.
2. Go to Inspector -> Terrain -> Paint Textures.
3. Add 2+ textures (using Edit Textures... -> Add Texture).
4. Select one on textures.
5. Resize Inspector window.
Actual result: Selection (blue line) is jumping on resizing of Inspector window.
Expected result: Resizing is done consistently to (e.g.) Trees.
Reproduces in 5.4.1p3, 5.5.0b7.

We are planning to make a new Palette UI control to replace this Texture panel; which should address all of these issues.
