[Terrain] Terrain brush isn't smooth when opacity is more than brush size
Steps To Reproduce
1. Create a project
2. Hierarchy > 3D GO> Terrain
3. Terrain Inspector >Pain Terrain Tab > Set Brush Size > 10 & Set Opacity to 100
To view it more accurately Select "Set Height" to 30-40 in Paint terrain tab and observe in the scene view.
Expected Result:
Edges of the brush should be smooth
Observed Result:
Edges of the brush are not smooth.
Reproducible On: 2019.3.0a2, 2019.2.0b1, 2019.1.0f2, 2018.3.0f2, 2018.1.0f2

Resolution Note (2019.3.X):
This is by design - the "blocky" image is a preview of the result you will get if you start painting. In this case, your terrain is low resolution relative to the size of your brush, so you get a very blocky result.
