[Terrain] Rotating camera with terrain trees present costs huge performance spike

To reproduce this issue:

1. Open the attached project
2. Open 'TreeRepro' scene
3. Open profiler
4. Play the scene
5. Rotate the camera when trees are visible
6. Profiler shows clear spikes
7. Notice Camera.Render -> Culling -> Terrain.Trees.Render taking around 1.30ms
