[Terrain] Paint layers: removing layer in the middle of stack and then undoing changes all other layers
The image below is showing the issue repro with Terrain Tools, but the same bug arises in Legacy Terrain without Terrain Tool
Repro
1. Add 3 Terrain Layers
2. Paint on terrain
3. Delete the middle Terrain Layer
4. Undo
Expected: The terrain should look exactly how it looked before deleting the middle Terrain Layer and the UI should reflect the same
Actuality: The Middle layer is now at the end and the splatmap of the terrain is mixed up.
