Terrain material does not receive updates when its color is changed using SetColorArray
Reproduction steps:
1. Open the attached 'MapTest' project
2. Open the 'SampleScene'
3. Enter Play mode
4. Observe the 'MapManager' GameObject in the Inspector and toggle off the 'Force Update'
5. In the Game view hover over any country
Expected result: Countries turn yellow on both 'DebugQuad' (small map) and the 'Terrain' (big background map)
Actual result: Countries change the color only on the 'DebugQuad'
Reproducible with: 2020.3.34f1, 2021.3.4f1, 2022.1.2f1, 2022.2.0a15
Could not test with: 2019.4.39f1 (compile errors)
Reproduced on: macOS 11.6 (Intel)

- The issue is reproducible in builds and in the Editor
