Terrain Masks do not ignore the mipmap limit
How to reproduce:
1. Open the “TerrainMimMapMinimal.zip“ project
2. Open the “NewScene“ Scene
3. Press Tools > Create Terrain and Check Mipmap Limit in the Toolbar
4. Observe the Console
Expected result: “Texture 'SplatAlpha 0' - m_IgnoreMipmapLimit: True“ is logged
Actual result: “Texture 'SplatAlpha 0' - m_IgnoreMipmapLimit: False“ is logged
Reproducible in: 2022.3.58f1, 2023.2.0a9
Not reproducible in: 6000.0.38f1, 6000.1.0b5, 6000.2.0a3
Fixed in: 2023.2.0a10
Reproduced on: Windows 11 Pro (23H2)
