[Terrain] Jaggies on Terrain on second paint op after first paint goes off Terrain
1. Create new Terrain
2. Start painting height on Terrain but drag the mouse off the Terrain and then release
3. Paint on Terrain again but release brush on Terrain
4. Terrain becomes very low resolution and jagged
