TDR Crash when opening a project with Image Sharpening enabled

Steps to reproduce:
1. Turn on Image Sharpening (look at notes for instructions on how to do that)
2. Create or open any project

Reproducible with: 2019.1.0a6, 2019.1.14f1, 2019.2.21f1, 2019.3.10f1, 2020.1.0b5, 2020.2.0a7
Not reproducible with: 2017.4.39f1, 2018.4.21f1, 2019.1.0a5

Workaround:
Disable Image Sharpening.

Notes:
- Instructions to turn on Image Sharpening for NVIDIA GPUs:
1. Open the NVIDIA Control Panel, and click on Manage 3D settings
2. Scroll down the Global Settings tab to Image Sharpening
3. Select the "On" option

- Instructions to turn on Image Sharpening for AMD GPUs:
1. Open Radeon Settings by right-clicking on your desktop and select AMD Radeon Settings
2. Select the Display tab
3. Click the Radeon Image Sharpening tile to turn it on
4. Close Radeon™ Settings to exit

- Sometimes doesn't crash, but after resizing will artifact to a point where the Editor is unusable (the same way as in case 1220837)
- Reproduction likely tied to drivers as I was able to reproduce only after upgrading to 445.75
- In newer streams (2020.1 and up) TDR error window pops up right after opening the project

Reproduced using:
NVIDIA GeForce GTX 1080 445.75

  1. Resolution Note (2020.2.X):

    Seems to no longer reproduce on newer drivers (445.87). If you're still able to reproduce the issue on newer than 445.75 drivers, please contact us.
