Tab key highlights the input field but doesn't focus it
To reproduce:
1. Create an empty project
2. Select a game object in the hierarchy (for example main camera)
3. In the inspector tab select field (for example Clipping Planes -> Near)
4. Hit Tab button
Expected result: after pressing tab key it should focus next field and you should be able to modify the value.
Actual: It highlights the field but you can't edit the value.
Reproduced with: 2017.1.1p3, 2017.2.0f3, 2017.3.0b4
Not reproducible with: 5.6.3p4, 2017.1.1p2
