Tab between input fields doesn't allow to edit text
How to reproduce:
1. Create new project file
2. Create any GameObject in Hierarchy Window
3. Select new created GameObject and Try to set Transform Positions by tabbing between input fields in Inspector Window
Actual result: Tab seems to highlight the field but doesn't allow inputs
Reproduced with: 2017.1.1p4, 2017.2.0f2, 2017.3.0b2
Not reproduced with: 5.6.3p4, 2017.1.1p2, 2017.2.0b11, 2017.3.0a7
Regression since: 2017.1.1p3, 2017.2.0f1, 2017.3.0b1
