SystemInfo.operatingSystem shows different Windows build version than Editor's when used in UWP
How to reproduce:
1. Open the attached project "OperatingSystemCase.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Enter Play Mode
4. Observe Windows build version
5. Buil And Run the project
Expected results: Windows build version is the same as in the Editor
Actual results: Windows build version is different than in the Editor
Reproducible with: 2019.4.36f1, 2020.3.30f1, 2021.2.14f1, 2022.1.0b14, 2022.2.0a7
