Setting Application.targetFrameRate in script causes game to freeze when switching to a different tab and back
How to reproduce:
1. Open user attached project "web-gl-bug-test.zip"
2. Build the project for WebGL
3. Open the build in Google Chrome browser
4. Click "60 FPS" button
5. Switch to another tab in Google Chrome
6. Switch back to the original tab
Expected result: Game continues to play
Actual result: Game is frozen
Reproducible with - 2017.4.18f1, 2018.3.3f1, 2019.1.0a14
Notes:
1) This bug reproduces around 70% of the times
2) This bug does not reproduce on Edge or Mozilla Firefox browsers
