Switching Size Modes doesn't always adjust UI size
*Steps to reproduce:*
# Open the attached Unity project "SizeMode" from Google Drive link
# Open "SampleScene" Scene
# In Hierarchy window select "UIDocument"
# In Inspector window change Size Mode from Fixed to Dynamic
# Observe the UI elements in Scene view/Game view
*Actual results:* UI doesn't adjusts itself to the content size
*Expected results:* UI adjusts itself to the content size
*Reproducible with versions:* 6000.2.0b2
*Tested on (OS):* Windows 11
