Transform Handles cannot be interacted with when they are overlapping with an overlay
How to reproduce:
1. Open the "ReportingBugs.zip" project
2. Open the "GizmoScene" Scene
3. Select the "Cube" in the Hierarchy
4. Try moving the Cube with the Scene view Transform Gizmos (without rotating the Scene view Camera)
5. Observe the Scene view
Expected: Either the Transform Gizmo does not get hovered and cannot be interacted with
Actual: The hovered Transform Gizmo gets lighter (indicating that it should be able to work), but it cannot be interacted with
Reproducible in: 2022.3.58f1, 6000.0.38f1, 6000.1.0b6, 6000.2.0a3
Reproduced on: Windows 11 Pro (23H2)
Not reproduced on: No other environment tested
