[Strips][GPU Events] Particles spawning against the graph's conditions in some scenarios.
Repro steps:
1. Import the attached package and open the scene
2. Observe that a red particle appears in the scene.
3. Open the VFX graph and observe that the setup should not make the particle appear.
Notes:
- There's no spawn rate in the parent graph; this should prevent any particles from spawning
- The event is OnDie, but the particles are immortal: this should also prevent any GPU Event particles from spawning

Resolution Note (fix version 12.0.0):
We are working on a general rework of the GPUEvent system, these corner cases will be addressed before exposing this feature as out of experimental.
