[Sticky Notes] Can't cut-paste sticky notes on their own.
Repro steps:
1. Create a sticky note and select it.
2. Press Ctrl + X to cut it
3. Observe that the note is not cut
Expected outcome:
The note to disappear and pressing Ctrl + V to paste the sticky note.
Notes:
- Cut-paste for notes works if they are selected along with an operator
