Static Lighting Volumetric Clouds checkbox is not disabled but also unselectable when no Environment Profile is set
Steps to reproduce:
1. Open any HDRP project
2. Go to Window>Rendering>Lighting
3. Go to the Environment tab
4. Remove the Environment profile (select None)
5. Try to check the Static Lighting Volumetric Clouds checkbox
Expected result: it should be a) disabled if not available without a profile; b) functional if intended to work without a profile
Actual result: the checkbox is enabled, but cannot have its state changed
Reproducible with: 2021.3.31f1, 2022.3.11f1, 2023.2.0b14, 2023.3.0a11
