Static batches are not being created when calling StaticBatchingUtility.Combine on a single mesh with submeshes
How to reproduce:
1. Open the attached project "FrameDebugBatch.zip"
2. Open the "Main" Scene
3. Open the Frame Debugger (Window > Analysis > Frame Debugger)
4. Enter the Play mode
5. Press the "Enable" button in the Frame Debug window
Expected result: All four cubes are batched into one
Actual result: Each cube is rendered with its own pass
Reproducible with: 2019.4.38f1, 2020.3.33f1, 2021.3.1f1, 2022.1.0f1, 2022.2.0a11
