[Standalone] Config Dialog Banner not displayed when Path or Name contains special characters
Reproduction steps:
1. Open the attached project
2. Build & Run the scene
3. Set the name of the build to 'test'
Note: Config Dialog Banner is visible as expected
4. Build & Run the scene again
5. Set the name of the build to 'täst' (or using any Special European Characters)
Result: Config Dialog Banner is not displayed, when build is using Special Unicode Characters
Reproduced with: 5.5.0a2, 5.4.0b24, 5.3.5p5, 5.2.3p3
