Sprite packer leaves huge gaps between sprites in first pages
To reproduce:
1. Open report project( link in edit)
2. Pack sprite atlas
3. Compare pages
Expected vs actual: pages 1-5 have huge gaps between sprites, meanwhile later pages has smaller gaps( expected)
Reproduced on: 5.5.4f1, 5.6.3p3. 2017.1.1f1, 2017.2.0b10, 2017.3.0a7
