[SpotLight] Shadows are not casted with very small 0.01-0.1 Near Plane values
To reproduce:
1. Open attached project
2. Open scene 1
3. Notice that 2 spotlights don't cast shadows due to their small Near plane values
Threshold of not casting seems to vary in different scenes, but 0.01 in all scenarios I tried didn't cast them
