Focus on toolbar drop-down buttons is weird
To reproduce:
1. In a new project, open game view
2. Click on the “Display 1” drop-down.
3. Once to open it
4. once to close it (or close with ESC).
5. Now press spacebar or enter.
Expected: nothing happens as nothing seems to be having the focus
Actual: the drop-down opens again, as it still has focus.Additionally, try using the keyboard to navigate the focus over to the Display Resoultion drop-down.
Reproduced in 2017.4.11f1, 2018.1.9f2, 2018.2.6f1, 2018.2.8f1, 2018.3.0b1
