Some offmeshlinks are not "bound" to the navmesh
To reproduce:
1. Open project OffMeshLinks
2. Open scene Testscene
3. Check Offmeshlinks > Link1
4. Start transform of offmeshlink isn't bound to navmesh (check attached screenshot) and can't be used by agents
