ListView is not scrollable when disabled
Reproduction steps:
1. Open the attached “Non Scrollable List In Debug View” project
2. Open the “Assets/Scenes/SampleScene“ scene
3. Enter the Play mode
4. Click on the “TEST OBJECT” and set the Inspector to Debug
5. Observe the list in the “Test Script”
Expected Result: It is possible to see the "Final text. You will not be able to see this because it's too far down." list value
Actual Result: It is not possible to see the "Final text. You will not be able to see this because it's too far down." list value
Reproducible with: 2022.3.33f1, 2023.1.0a5, 6000.0.6f1
Not reproducible with: 2021.3.39f1, 2023.1.0a4
