Size of the Vertical Scrollbar reverts back to 0.61 when trying to adjust the Value slider
How to reproduce:
1. Open the attached "TestFor1081778.zip" project
2. Select Scrollbar Vertical GameObject and go to the Inspector window
3. Change the Size under the Scrollbar Component
4. Try to change the Value
5. Notice that the Size field reverted back to 0.61
Expected result: Size doesn't change when adjusting the Value
Actual result: Size changes to 0.61 when adjusting the Value
Reproducible with: 2017.2.3p4, 2017.4.11f1, 2018.2.8f1, 2018.3.0b2, 2019.1.0a1
Note: SendMessage cannot be called during Awake, CheckConsistency, or OnValidate warning is thrown when editing UI elements
