Shortcuts: Shortcuts system tries to display tooltips from not active window
Steps to reproduce:
- Create new project
- Go to menu "Unity" -> "Shortcuts"
- Verify, that "Shortcuts" window opens
- In profile drop-down menu select "Create New Profile"
- Verify, that "Create Profile" window opens
- Hover the mouse on the items, displayed in "Shortcuts" window items, which have tooltips
Expected result: "Shortcuts" window isn't active, so tooltips shouldn't be displayed.
Actual result: Seems system tries to display the tooltips from the window which is not active. Added screenshot and video in the "Attachments" section.
Reproducible with: 2023.2.0a2, 2023.1.0b3, 2022.2.7f1, 2021.3.18f1, 2020.3.45f1.
Tested on MacOS Monterey, Version 12.6.2

Thanks for the report. While this is a legitimate bug, we currently do not have the capacity to address bugs like this in the near to medium future. We also have significant refactors related to events and tooltips that will address this issue in the future.
