[Shortcuts Manager] Search elements will not be visible when scrolling down and searching for commands
How to reproduce:
1. Create a new Unity project
2. Open the Schortuts Manager (Edit > Shortcuts)
3. Scroll down in the Command list
4. Search for a command
Expected result: You can see the command that you searched for
Actual result: You cannot see the command you searched for
Reproducible with: 2021.2.0a19, 2021.2.0b1
Not reproducible with: 2019.4.28f1, 2020.3.13f1, 2021.1.13f1, 2021.2.0a18
Could not test with: 2018.4.34f1 (no shortcuts manager)
Notes:
1. If you perform the search without scrolling down it behaves as expected
