Shortcut Manager shortcut profiles are missing after upgrading to newer version
How to reproduce:
1. Create a new Unity project in between of 2019.1.0a4 and 2019.2.0a5 versions
2. Open Shortcuts Manager in Edit->Shortcuts
3. On top left corner click on the dropdown menu and select Create new profile
4. Close the project
5. Open the project in any Unity version later than 2019.2.0a6
6. Open Shortcuts Manager in Edit->Shortcuts
Expected result: Shortcut profiles created in the earlier version are listed
Actual result: Shortcut profiles created in the earlier version are not listed
Reproducible with: 2019.1.13f1, 2019.2.0f1, 2019.3.0a11
