Shortcut Helper Bar does not appear when enabling it and disabling it
Steps to reproduce:
1. Create a new project
2. In the top Menu Bar, click Edit → Preferences
3. Go to General and find the “Enable Shortcut Helper Bar” setting
4. Enable it and disable it
5. Observe the bottom of the Editor
Expected result: The Shortcut Helper Bar is enabled and visible
Actual result: The Shortcut Helper Bar is not enabled
Reproducible in: 6000.0.34f1, 6000.1.0b3
Couldn’t test in: 2021.3.47f1, 2022.3.56f1 (Shortcut Helper Bar setting does not exist)
Reproducible on: Windows 11
Not reproducible on: No other environment tested
Note: The Shortcut Helper Bar appears when reloading the Editor
