Shadow Casters are culled too early in the last cascade
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/ShadowCullingBug/ShadowCullingBug.unity” Scene
3. Enter the Play Mode
4. Use the “w“ key to move forward or the left mouse button to rotate the camera
5. Observe the shadows
Expected result: Shadows smoothly fades in
Actual result: Shadows quickly pop up
Reproducible with: 2022.3.53f1, 6000.0.29f1, 6000.1.0a6

Testing environment: Windows 10 Enterprise 21H2
