Shadows disappear abruptly when moving the camera away from the GameObjects while the shadows are not facing the camera

Reproduction steps:

1. Open the attached project “ReproProject”
2. Open the scene “OutdoorsScene“
3. In the Scene View, navigate the View’s camera by holding right mouse button, and using WASD buttons to move the camera in the scene
4. Try to move the camera forward and backward away from the GameObjects until shadows start to disappear
5. Observe the result in the Scene View

Actual result: The shadows abruptly disappear
Expected result: The shadows gradually disappear as the distance between the camera and the GameObjects increases

Reproducible in: 2023.1.0a1, 6000.0.71f1, 6000.3.12f1, 6000.4.0f1, 6000.5.0a9, 6000.6.0a1

Reproducible on: Windows 11
Not reproducible on: No other environments tested

Notes:
- Also reproducible in a new project
- The issue will not reproduce if the shadows are facing the view camera
- The shadows appear abruptly as well if camera is moved closer to the GameObject if the camera is not facing the shadows
- Can also be reproduced in Play Mode and in the Standalone Player (additional information is in the internal notes)
- Can be reproduced with DX12 or DX11
- Can only be reproduced with HDRP
