Shaders fail compilation on Vulkan/GL when Material Override is set to Albedo

How to reproduce:
1. Open the attached "HLSLcc-uintBitsToFloat-repro.zip" project
2. Extract the "modified-graphics-packages.zip" to the Packages folder
3. Go to Window -> Analysis -> Rendering Debugger
4. Set the "Material Override" to "Albedo"

Expected result: No errors are thrown in the Console log
Actual result: "Shader error in 'Universal Render Pipeline/Lit': glslang: '' : compilation terminated at line 659 (on vulkan)" error message is thrown in the Console log

Reproducible with: 2021.2.0a4-2021.2.0a16
Could not test with: 2021.2.0a3 and below (The custom packages are not supported)

- Issue is not reproducible with DX11
- No repro on Metal
