[Stacks][HDRP] Use Shadow Threshold and Alpha To Mask options are not parented to Alpha Clipping option
Note: also needs to be fixed in 9.x.x
Repro steps:
1. Create a new HDRP Lit Shadergraph
2. Open "Surface Option" in the Graph Inspector
3. Scroll down to "Alpha Clipping"
4. Enable and disable "Alpha Clipping"
Expected results: "Use Shadow Threshold" and "Alpha To Mask" should be indented and should only appear when "Alpha Clipping" is enabled
Actual result: "Use Shadow Threshold" and "Alpha to Mask" are always visible and not indented
